Here "noise" is some kind of useless information, [same as "du bruit" - no need to get paranoid about "false friends" BTW], which is confirmed by the way it's used in this sentence - in contrast with "actionable insights" [IOW useful information]

If "actionable insights" is for sure useful information (helps the user take some positive action) then by contrast "noise" is just useless distraction.

One possible way to generate "noise": some antivirus/firewall software keep bombarding users with useless messages - the only point of them being marketing BS i.e. drilling into user's head how good the software at stopping this threat and that threat / apart from wasting time on reading them, the user can do nothing with them (nothing "actionable")

In the most general way, "noise" is opposed to "useful signal"

Explanation:
Je pense que c'est l'idée: Le système ne bloque pas n'importe quoi dès que ça ressemble à un malware, il fait en sorte de ne bloquer que les vraies menaces et se trompe peu dans son jugement.
Le bruit, c'est tout ce qu'on n'a pas envie d'entendre. Donc ici, que des données entrantes ont été bloquées alors qu'elles sont légitimes.

neutral  Tony M: I agree with your explanation, but am unhappy about the use of 'niveau' here for 'volume'; I believe 'volume' has a more literal sense of 'volume of date storage', i.e. a QUANTITY of noise rather than a mere LEVEL; is there no better way of saying this?
