Plus loin dans le texte on trouve ceci :

"Interestingly, there are seven countries where trade had a significant and negative effect on output (column 2). This is consistent with XXX (2000) and ZZZ and YYY (2012), who show that the standard positive correlation between trade and output across countries is the post-World War II period did not hold universally before 1929. For example, some countries in the sample, such as Canada, were protectionist while still growing quickly."

On aurait tendance à penser que le commerce et le développement économique vont de pair.
Parfois (avant 29) la corrélation est négative : par ex, le canada est protectionniste (moins de commerce) mais est en pleine croissance économique.
