After having agreed to the two suggested translations of "investment budget", I remebered that a government budget, on the debit side, contains only two accounts: the current expediture account and the capital expenditure account.
The current current expenditure account covers salaries, repairs, maintenance, rents, utilities consumptions etc.
The capital expenses account covers investments in infrastucture such roads, telecommunications network, airports, etc.
Any budget surplus, i.e. if revenue exceeds expenditure, is normally assigned to the reserve fund for the central bank to invest in financial instruments. Such investments are off budget, meaning that they are not reflected in the annual state budget. The inome generated from such investment, however, is reflected on the credit side as a revenue.
