The e is not necessary. In fact, if you press "Examples" in the ODE entry, you'll find more by-law(s) than bye-law(s).

Also, in choosing between Attica and Attiki (both of which are valid, and just belong to different transcription/transliteration systems), I decided to go for the one preferred by the European Union.

Shouldn't it be "Bye-laws of the Region of Attica"? 'Attiki' is known as 'Attica' in English, and the plural form of 'by'law' is 'bye-laws' which has an 'e' after the 'y'. See:
