Can anyone suggest the translation a/o meaning of this term, regarding repairs to be made to a highway embankment please?

Andrew, level "3" is because this term is used for asphalto roads around cities (usually), and I'm not so sure they'd use the same term for a dirt road in a dam/construction site.

'Dispositivo' 'a parte, entendo com alça de acesso, ou
ramp - 1. An inclined surface or roadway connecting different levels. (www.freedictionary.com).
Pode ser uma "entrance ramp" - a short road connecting a motorway, etc, to another road, but.... nunca se sabe!
