The algorithms that shape our media diets have been promoting the idea that parental hesitancy about routine childhood vaccines has become commonplace in the United States since the beginning of the Covid-19 pandemic. Misinformation and disinformation spread online by antivaccination activists have led some people to believe that most U.S. parents don’t want their children to be vaccinated. The voices of prominent antivaccination figures keep this false narrative on the front page, and casual conversations with other parents, relatives, and friends can leave people wondering whether having their children vaccinated is the wrong thing to do. The data, however, are undeniable: apart from important challenges with influenza and Covid-19 vaccination, the vast majority of parents in the United States continue to choose to have their children vaccinated according to the vaccination schedule recommended by the Centers for Disease Control and Prevention (CDC) and the American Academy of Pediatrics. We believe vaccine hesitancy shouldn’t be normalized when it is not the norm. Most parents don’t hesitate to have their children vaccinated, and suggesting otherwise is inaccurate and potentially harmful.
As pediatricians and vaccine-delivery researchers, we share the concern that parental hesitancy about routine childhood vaccines — parents having substantial reservations about having their children vaccinated according to recommended schedules — may have increased in the face of widespread misinformation and disinformation, political polarization, and the Covid-19 pandemic. But we are relieved to report that most parents continue to have positive attitudes about vaccines. A recent poll from the Pew Research Center found that most U.S. adults (88%) have robust confidence in the value of the childhood vaccine for measles, mumps, and rubella, and there has been essentially no change in recent years in the proportion of people who say that the benefits of the vaccine outweigh associated risks.1 Our own research found similarly high levels of parents without vaccine hesitancy, with no changes occurring during the Covid-19 pandemic.2
For the minority of U.S. parents who do have some hesitancy about childhood vaccines, data suggest that a substantial proportion still choose to have their children vaccinated. A recent CDC study showed that 93% of kindergarten students received state-required vaccines.3 Another study revealed that vaccination coverage for children at 2 years of age remained high and stable during the pandemic.4 Although the proportion of children with exemptions from state-required vaccines ticked up from 2.6% during the 2021–2022 school year to 3.0% in 2022–2023 — a small but worrisome increase — only 1% of children born in 2019 or 2020 hadn’t received any vaccines by their second birthday.3,4
In our clinical work, we have seen early enthusiasm for the first widely available product (nirsevimab) recommended for protecting young children against respiratory syncytial virus (RSV). Whereas uptake of new immunizations typically increases gradually over several years, the demand for this product in our communities is so high that many of our patients’ parents are having difficulty getting it for their children. It shouldn’t be surprising that parents are eager to have their children immunized against a severe and life-threatening disease such as RSV. Such data and observations underscore the erroneousness of assuming that most parents have negative attitudes about vaccines.
What is the harm associated with believing that parental vaccine hesitancy is the norm? Perceived social norms — what people view as typical behavior in a group — powerfully influence their health-related intentions and behavior. Misperceptions about the prevalence of parental vaccine hesitancy in society can lead to adverse changes in vaccination-related intentions and actions among clinicians, policymakers, and parents.
Many studies have shown that vaccine recommendations from clinicians, when framed in a way that presumes parents want to have their children vaccinated, increase vaccine acceptance. If these trusted messengers instead expect vaccine resistance from most parents, such recommendations — if they are given at all — may be less effective.
At the policy level, low childhood-vaccination rates in some marginalized communities could be wrongly assumed to be the result of vaccine hesitancy alone, when the primary underlying problem may be lack of equitable vaccine access. Vaccination-coverage data from the CDC paint a picture of substantial disparities in vaccine access based on race and ethnicity, socioeconomic status, insurance status, and urbanicity.4 Assumptions that these vaccination gaps result primarily from parental vaccine hesitancy may undermine efforts to improve access and may leave children in these communities unprotected.
In Colorado, we have been involved in efforts to improve access to vaccines in some communities by means of partnerships with schools, workplaces, and child care facilities. These efforts are often successful, but at times they fall short. In some cases, leaders of these organizations — sometimes partisan school boards — cite the assumption that most parents are hesitant about vaccines as the reason for not supporting these efforts.5 Even if a small minority of parents are reluctant to have their children vaccinated, efforts to increase vaccine access for the overwhelming majority who want their children to be vaccinated shouldn’t be blocked.
When it comes to parents themselves, normalizing vaccine hesitancy has the potential to be a dangerous, self-fulfilling prophecy. As pediatricians, we welcome questions about vaccines and any other aspect of pediatric care. Legitimate inquiries about vaccines don’t necessarily indicate major parental vaccine hesitancy. In our experience, most parents with such inquiries aren’t “antivaccine”; they believe vaccines are essential to their child’s health. One of the best parts of being a pediatrician is partnering with parents to address these good-faith questions. Most parents’ questions arise from deep care and concern for the well-being of their children. Meeting these parents where they are with empathy and clear communication often results in vaccine acceptance.
To be sure, vaccine hesitancy is an important health threat to communities and has been since the first smallpox vaccine became available more than 200 years ago. The extent of vaccine hesitancy varies by community and type of immunization. Even small increases in parental vaccine hesitancy resulting in undervaccination may lead to outbreaks of vaccine-preventable disease, especially when there are clusters of unvaccinated or undervaccinated children in individual communities.
We believe it will be essential to double down on efforts to increase confidence and trust in vaccines, including in populations that have experienced mistreatment by the medical community. Because of the complexity of this issue, addressing parental vaccine hesitancy requires partnerships among academic experts in various disciplines, community leaders, policymakers, public health professionals, and parents. But these efforts are unlikely to be successful if there is widespread promotion and acceptance of the idea that parental vaccine hesitancy is the norm in the United States. What should be normalized is parents confidently having their children vaccinated: despite all the attention-grabbing misinformation out there, that is still, in fact, the norm.

Devido à complexidade desse problema, lidar com a hesitação vacinal dos pais requer parcerias entre especialistas acadêmicos em diversas disciplinas, líderes comunitários, formuladores de políticas, profissionais de saúde pública e pais. No entanto, esses esforços dificilmente terão sucesso se houver uma promoção generalizada e aceitação da ideia de que a hesitação vacinal dos pais é a norma nos Estados Unidos. Infelizmente, disseminam a ideia de que a Libras - Língua Brasileira de Sinais é o
segundo idioma oficial do Brasil; mas na real não é! Por experiência, percebo que
quem dissemina isso não se aprofundou nos conceitos básicos sobre línguas em
geral, línguas francas, línguas oficiais, entre outros conceitos; estamos aqui para
isso. É simples de entender, Juliana Fernandes e eu explicaremos detalhadamente
os motivos.
Por que as pessoas pensam isso?
Pelo fato da Libras ser reconhecida por um instrumento legal (oficial) LEI nº
10.436/2002 as pessoas já interpretam automaticamente que "se é legal, é
oficial", mas não é tão simples assim! No texto desta lei, inclusive, o termo
utilizado da disposição é claro: a lei RECONHECE legalmente (através desta lei) a
libras como meio de comunicação e expressão da Comunidade Surda, ou seja,
reconhece que a libras é um meio legal/legítimo de comunicação, mas não a
torna oficial.
O reconhecimento ou o verbo reconhecer é uma ação de admissão, aceitação e
certificação de algo como verdadeiro, conferindo assim credibilidade e permissão
para o uso de difusão dela.
O termo oficial nos remete aos seguintes significados,
segundo https://www.significados.com.br/oficial/ :
Oficial é um adjetivo que designa tudo o que é proposto, declarado ou ordenado
por uma autoridade reconhecida; tudo aquilo que é relativo ou emana do
Governo.
Oficial ainda pode estar relacionado com "aquilo que é autêntico".
Por favor, olhem lá na lei se existe alguma designação ou declaração de
oficialização de algo… você encontrou? Me conta.
Conceito de língua oficial e a Constituição Federal
1. Uma língua oficial, é língua pela qual ocorrem os atos administrativos
legais de uma nação, registros de um país. Uma língua oficial representa
uma nação e sua cultura como um todo.

A Língua Brasileira de Sinais - Libras não poderá substituir a modalidade escrita

O motivo desse artigo existir é perfeitamente justificado para não haver
insconstitucionalidade com o artigo 13 da Constituição Federal.
Tradução Juramentada de Língua oficial
Complementando o tópico anterior, a Simone Castro - Tradutora Pública
Juramentada explica:
"Para que um documento redigido em idioma estrangeiro tenha validade no
Brasil, ele precisa estar obrigatoriamente acompanhado de sua respectiva
tradução juramentada (Art. 18 do Decreto Federal nº 13.609 de 21/10/1943 que
rege o ofício dos tradutores públicos ou tradutores juramentados) e é sempre
apresentada em papel timbrado. A tradução juramentada tem fé pública e é
válida em todo o território nacional.
No já citado decreto, não há previsão para tradução juramentada entre idiomas
estrangeiros ou português e Libras.
A tradução juramentada pode ser feita apenas por um tradutor público ou
tradutor juramentado, que é um profissional concursado, autônomo,
regulamentado por Decreto Federal e que se submete às normas e fiscalização
da Junta Comercial do seu Estado de habilitação."
Exemplo prático
Se Libras fosse uma segunda língua oficial, um estrangeiro poderia optar pela
tradução juramentada (oficial) de seus documentos oficiais para nossa língua de
sinais. O que não é possível!
Ok, a gente compreende e até se solidariza com a força e empoderamento que a
palavra oficial carrega e a difusão deste uso se justifica, em tese, pela necessidade
de legitimação linguística, pela militância de uma comunidade minoritária e pela
luta por espaços de visibilidade e respeito a um artefato tão precioso tanto dos
sujeitos surdos quanto dos profissionais que atuam e circulam nas diversas
esferas de necessidades da presença da língua de sinais, mas que fiquem claros
e definidos nossos termos, é justo!
Ah, e mais uma dica: essa temática, inclusive, já esteve presente em “pegadinhas”
de concursos públicos e processos seletivos da área, então mais um motivo para
que nossas leituras, reflexões e compreensões dos textos legais e oficiais sejam
sempre realizados com toda a atenção e cuidado merecidos!

Unfortunately, they propagate the idea that Libras - Brazilian Sign Language is
the second official language of Brazil; however, that is not the case! Based on my
experience, I notice that those who disseminate this haven't delved into basic
concepts about languages in general, lingua franca, official languages, among
other concepts; we are here for that. It's simple to understand, Juliana
Fernandes and I will explain the reasons in detail.
Why do people think that?
Because Libras is recognized by a legal instrument (official) LAW Nº 10.436/2002,
people already automatically interpret that "if it's legal, it's official", but it's not
that simple! In the text of this law, the term used in the provision is clear: the law
legally RECOGNIZES (through this law) Libras as a means of communication and
expression of the Deaf Community, that is, it recognizes that Libras is a
legal/legitimate means of communication but does not make it official.
Recognition or the verb recognize is an action of admission, acceptance and
certification of something as true, thus conferring credibility and permission for
the use of its diffusion.
The official term refers to the following meanings, according
to https://www.significados.com.br/oficial/:
Official is an adjective that designates everything that is proposed, declared or
ordered by a recognized authority; everything that is relative to or emanates from
the Government.
Official may still be related to "that which is authentic".
Please look there in the law if there is any designation or declaration of
officialization of something... did you find it? Tell me more about it.
Concept of official language and the Federal
Constitution
1. An official language is the language in which the legal administrative acts
of a nation, records of a country. An official language represents a nation
and its culture as a whole.

Sworn Translation of Official Language
Complementing the previous topic, Simone Castro - Sworn Public Translator
explains:
"For a document written in a foreign language to be valid in Brazil, it must be
accompanied by its respective sworn translation (Art. 18 of Federal Decree No.
13.609 of 10/21/1943 that governs the office of public translators or sworn
translators) and is always presented on letterhead. The sworn translation has
public faith and is valid throughout the national territory.
In the aforementioned decree, there is no provision for sworn translation between
foreign languages or Portuguese and Libras.
Sworn translation can only be done by a public translator or sworn translator, who
is a civil servant, self-employed professional, regulated by Federal Decree and
subject to the rules and supervision of the Commercial Board of their qualifying
State."
Practical Example
If Libras were a second official language, a foreigner could opt for the sworn
(official) translation of their official documents into our sign language. What’s not
possible!
Okay, we understand and even sympathize with the strength and empowerment
that the official word carries and the diffusion of this use is theoretically justified
by the need for linguistic legitimation, by the militancy of a minority community
and by the struggle for spaces of visibility and respect for such a precious artifact
of both deaf individuals and professionals who operate in various spheres of
needs of the presence of sign language, but that our terms are clear and defined,
it is fair!
Oh, and one more tip: this theme has already been present in "tricky questions"
of public contests and selection processes in the field, so one more reason for our
readings, reflections and understandings of legal and official texts to always be
carried out with all the attention and care deserved!
