You'll often not hear it in spoken English: the w is silent to start with, the h is dropped, and the o is swallowed. But it needs to be written.

If the relative pronoun refers to the item which has the function of an object in the second clause, it can be omitted:
He's the man I saw.

If it refers to the item which has the function of a subject in the second clause, it can't be omitted:
**He's the man saw me.

(The asterisks show an ill-formed sentence.)

Of course the terminology used varies, but that is the basic rule.
