Phil, It may or may not we don't know without further context. They probably are some sort of founders. Not Directors because it hasn't been incorporated yet. But then I don't see why they should be given a title. Why not just Messrs X and Y, or Any Founder, etc. Given that they are accorded a title might as well translate it. That's the problem with these snippets, most of the questions asked here could probably be easily deduced from the context. Since it seems that this jurisdiction unusually requires official approval of bylaws then someone obviously acts as agent of the rest in the incorporation process.
