In this instance, would it be more appropriate to simply refer to these as inquiries or checks rather than investigative proceedings given that this is a government body rather than a court?

Also is it ok to refer to this as a case or would it be better to use "file" for "expediente", again because the decision is being issued by a government body rather than a court?

It's definition 4 in my reference.

I would say "case" or "matter" for "expediente".

I didn't realise there had been a long and heated debate about this on Translators Cafe. I think the discussion of whether this is a court case is irrelevant - it may be a court that issues the decision, but it doesn't affect the translation.
