يجوز منح العامل علاوة جدارة كل سنيتن فى حدود العلاوة الدورية المقررة حتى لو كان قد تجاوز بها نهاية الربط المالى للوظيفة التى يشغلها على ألا يتجاوز بها نهاية الربط المالى ""للوظيفة التالية للوظيفة التى يشغلها"" وبحد أقصى .... سنويا وذلك بشرط أن يكون العامل المرشح للحصول على هذه العلاوة قد حصل على مرتبة "كفايه" بدرجة ممتاز خلال السنتين الأخيرتين.
الملاحظ هنا في هذا السؤوال أن المقصود هو أعلى أو أقصى مربوط و ليس نهاية . ومن الملاحظ أيضا أنه كثيراً ما يربك المترجمين ،
