Sic. The transformation is likely to be 'en subvention', i.e., loans transformed into aid or subsidised loans.

'Loan conversion' is a common term, but it typically applies when one type of loan is converted to another type (e.g., floating-rate to fixed-rate). If loans are replace by grants or some loan principal is forgiven, you may be safer to stick with 'transformation'.
