The phrase like this:" One think it absurd that rumor could attach to work being done in the open. But it is well known that the city's inhabitants are all too willing not only to spread rumors that create anxiety but also to believe them."

I wonder what does " rumor could attach to work being done in the open." mean?

it's absurd that rumours could be attached to/ linked to/associated/connected with work that is being carried out openly … (i.e., with no secrecy)
