"Вскоре склоны гор запылали маками. Солнце ходило все выше, выше, любуясь ослепительными снежными вершинами. Степь закурчавела. Аромат разнотравья сладко дурманил голову."
I assume this means something like the steppe had stuff growing on it, but "became frizzy" or "became curly" doesn't do it for me. Any suggestions?

You might have more choices of verb or adjective if you combined it with the next sentence, because then you could have [verb or adjective] with something.
Look at the variety, for the case of "the meadows * with wildflowers" - https://www.google.com/search?tbm=bks&q="the meadows * with ... There's "are packed," "are thick," "are filled," "teem" (?? - not sure about that one, since "teeming" implies moving around), blanketed, spangled, will sparkle, brim, abound, are awash, explode...
Maybe "thick" for your case? "The steppe was thick with aromatic grasses, which..." or maybe "with aromatic vegetation"... or whatever you're calling that разнотравье.
