Bernadette translation is basically correct, except for what philgoddard pointed out [“profits” instead of “utilities”]: “Commercial marketing’s [its] purpose is to determine the unfulfilled needs… and free market environment.“
Neilmac's observation is correct. The phase is logical and also correctly placed in the process of creating a market for a product (a demand that’ll be satisfied by suppliers): "The primary objective of advertising is to first create the demand through publicity..."
Since Business Management is not my field of expertise, it could be that in Spain, “Marketing Comercial” is the overall determination of the demand and the supply to satisfy it, not simply advertising, which is the creation of the demand through publicity, as we understand it to mean in the USA; maybe I'm just trying to say that advertising may be included in the “determination of the demand”, a far fetched assumption.
A clearer understanding of where "advertising" fits in the process will determine whether to use "crear la oferta" or "crear la demanda".

"Utilidades" doesn't mean utilities, it means profits.
