spotless, immaculate

I think the reference is to their appearance, not their design and construction.

They're gleaming because they're new.

are thoroughly spruced up

This is the meaning. Lots of ways to express it.

thank you!
Peer comment(s):

neutral philgoddard : Except these are presumably new stations, so you can't really spruce them up.

neutral Tony M : With Phil on this one; surely it's more about the attention to detail that has been used in their design and construction?

agree Germaine : They cleaned up the place. D’autres stations étaient déjà en service. I don’t doubt the care in the construction, but the attention to detail in the design depends on the location of the station.

it's clear the stations have been designed and built with a great deal of care and attention

Assuming this is indeed new infrastructure.

It's always dangerous to use 'carefully', as something of a faux ami — but I think in a case like this, 'care and attention' is quite a good solution.

Of course there are many other ways you might express the sentence as a whole.

agree Simon Charass : This is my take of it too. The station has been designed with care and attention to details.
