Não me parece que seja necessário qualquer tipo de explicitação, uma vez que dá para entender a tradução com menos de meia dúzia de palavras. A explicitação só se justifica quando o tradutor introduz "detalhes semânticos precisos no texto-alvo para [efeitos de] esclarecimento ou devido a limitações impostas pela língua de chegada, os quais não foram expressos na língua de partida, mas que estão disponíveis a partir do conhecimento contextual ou da situação descrita no texto-fonte". Como não há qualquer indicação no texto-fonte ou a partir do "conhecimento contextual" do objetivo das folgas remuneradas, a não ser que são para o voluntáriado, melhor não acrescentar nenhuma informação supérflua (e.g. "programas", "objetivos" etc.). Em exames de certificação da ATA ou da Abrates, acréscimos desnecessários são considerados erros de tradução. I would keep it short and simple.
