Если в английском предложении встречаются inspection и vehicle, то никому не придет в голову, что речь об инспекции на переносимость глюкозы:-). Специально и конкретно оговариваются только проверки на предмет крови жертвы, наркотиков и пр.

I believe it is better to render this based on the meaning rather than translate it all literally,
I would not translate as self-propelled or inspectorate,
to me, just maybe as : State Technical Oversight Authority (GOSTEHNADZOR) or something like Vehicle control inspection committee ...
