according to this site you don't put the potatoes in the oven (to roast), hence "fried", however on other sites I have seen this translated as roast potatoes.

Under normal conditions, potato takes a relatively short time to cook. In order for potatoes to get "coradas" (golden roasted), they have to be in the oven or over a fire for a longer time.

Sauteed Potatoes
Given the way these potatoes are prepared, not roasted in the oven, but prepared in a pan, I would consider sauteed potatoes a more suitable term.
Discussion
Please note in the above definition that the cooking method can go either way: on stovetop or in an oven. (I posted a link under Ana Vozone's answer that shows "batatas coradas" cooked in an oven.)
The question is: Are fried/deep-friend potatoes necessarily roasted? I don't think so. Potatoes can be cooked in a relatively short time. Roasted potato is another story.
