"Cm" seria mais recomendável neste caso. É a unidade mais próxima de "inches" (polegadas).

Se a tradução for para o inglês americano, sugiro definitivamente especificar a unidade de medida. Se digo "passport-size photo" ou "2" x 2" photo", isso quer dizer uma fotografia de 2 pol. por 2 pol.

Da mesma forma, se digo "3x4 photo", isso quer dizer uma foto de 3 pol. por 4 pol. em EN-US. Evidentemente, aqui não se usa o sistema métrico.

Os Estados Unidos e o Reino unido não possuem uma forma de documentação única 3x4 como utilizamos no Brasil, assim ao adicionar o "cm photo ID", estamos especificando qual a medida da foto e também remetendo ao tipo de foto mais utilizado por eles.

Nesses países, Photo ID é mais comumente utilizado para carteiras de motorista e passaportes, então ao ver o "3x4 cm photo ID" listado, vão saber qual o tipo da foto tirar sem pesquisar na internet
