Constancia de supervisión y visado

Dear Colleagues,

I am doing a review of a technical report translation on the Govt of the Province of Buenos Aires headed paper. There are some references to "supervisión/supervisado" and I am not convinced that this should be translated as "supervision/supervised" in the following contexts (I have also added my suggestions on how these terms could be translated):

1. Referencia: Supervision Dictamen Comite - I think this should be "Review of Committee Opinion"
2. Constancia de supervisión y visado - "Certificate of monitoring and endorsement"
3. El Comité de Ética Central ha supervisado el dictamen emitido por el Comité de Ética en Investigación Centro
de Investigaciones - The CEC has reviewed the opinion issued by..."
4. La presente supervisión no implica evaluación alguna de los criterios éticos considerados por el Comité en la aprobación del estudio. - "This review does not involve any assessment of the ethical criteria considered..."
5. La supervisión de criterios éticos se realiza a través de los procedimientos establecidos por el REGLAMENTO DE SUPERVISION Y FISCALIZACION DE LOS COMITES DE ETICA INSTITUCIONALES del Comité de Ética Central - "The review of ethical criteria is carried out through the procedures set out by the REGULATIONS ON MONITORING AND AUDITING"

Thanks for your message. My question was about how best to translate "supervisión/supervisado" rather than "constancia" given the literal translation "supervision/supervised" sounds odd in English in this context!

Thoughts "Constancia" is often translated as "proof". However, your own suggestions seem sound to me, although I wonder why the authors didn't use "certificado" instead of "constancia".

Constancia in Arg. (proof, *record*, written evidence: West) might have been issued by a non-notarial agency, as opposed to a Certificado issued by a Notary or Scrivener. Query: Commissioner for Oaths > 'in British English, a solicitor authorized to authenticate oaths on sworn statements' (inaccurate as Barristers - capital 'B') are also authorized).

Oversight in BrE means a lapse or failing, so the opposite of the watching brief in AmE.

... ha supervisado el dictamen : has reviewed or scrutinis/zed the opinion ('oversighted' vs. monitored or scrutinised might be problematical in AmE)

Sign-off for visado gets round the (insurance etc.) endorsement vs. (legal writ or BrE: bill of exchange/ AmE: draft) indorsement spelling conundrum. Contrary to UK Notarial opinion, 'indorse/ment' is not a 'quaint English legal spelling'.

The meaning of WATCHING BRIEF is an act of watching the actions of a person or organization to make sure nothing illegal or wrong is being done.

Certificate of monitoring and endorsement

Here are my opinions in American English translations:
1. Referencia: Supervisión Dictamen Comité - I think this should be Review of Committee Opinion
-> I'm not sure about my translation of these three words, did it say "del Comité"? But separately, I would translate them as "Monitoring" "Opinion" "Committee".
2. Constancia de supervisión y visado - Certificate of monitoring and endorsement
-> I agree with your translation.

Example sentence:

El Grupo de Supervisión no tiene constancia de que se solicitara una exención al Comité.

The Monitoring Group is not aware that an exemption was requested from the Committee.
