The head moves at a constant linear velocity, thereby assuring a constant data rate. Since the head speed is constant, the disc must rotate at a decreasing rate as the data track is scanned from its beginning near the center of the disc to its end nearer the outer edge of the disc. (Many modern CD?ROM drives don’t use a constant linear velocity, though, and so have variable data transfer rates from different parts of the disc.)
