Romanian to English Bus/Financial Certificates, Diplomas, Licenses, CVs Property declaration

Existing references describe this as being connected to a joint ownership. However, in English "perpetual" ownership describes ownership that lasts forever. I do not understand the use of "fortata" here either. The context is:

"% aferentă apartamentului din dreptul de proprietate asupra părţilor și dependinţelor comune ale imobilului care prin natura și destinaţia lor sunt în proprietate comună, forţată și perpetuă a tuturor proprietarilor, precum şi terenul aferent apartamentului în suprafaţă de ____ m.p..."
