"saltul" in my opinion, "saltul" refers to the peak hours which means a surge in customers.

Staff/workers is interchangeable. Any company, restaurant whatever has a staff. However, I don't consider this the difficult part in this translation. What I find more interesting is the phrase "a ridica saltul," for which I don't claim to have a clear solution given the vague context.
