There are many synonyms for the Romanian "chibzuit", I would consider these two: 1. "chibzuit" 2. "echilibrat"...
The first one means a "reasonable" person, who "thought out", who "showed good judgement" in spending money.
In other words, the money was "well spent" or "wisely spent"...

I would use either "spending money wisely" or "being wise about their spending", it seems more positive to me...
"cautious" shows a more reactive aspect to me, like fear of something or such...

I know, Lara, translating literature gives a lot of choices...
I usually feel what sounds better to me and the future reader...
In this case, I was thinking about the proverb:
"Early to bed, early to rise,
Makes a man, happy, healthy and WISE"...Cautious would not work there...

"Penny-wise" sounds good, I'll take it.... "penny cautious" not so much...

Sorry, I didn't see your question earlier... It was not used in a negative way at all, and thrifty is not a negative term here. To me thrifty gives more of a sense of thoughtfulness, of spending something wisely in a successful, industrious way. Frugal suggests a tendency to be excessively saving, and not necessarily with money, but more with food and clothes. But that might be just a personal impression. They are both pretty close and believe they would both work well. Hope you found the perfect fit!
