Hi!

If one receives money once from some agency and bank asks for the agreement,
can PO be considered as an agreement?

It is a contract. Together with your invoice, this should be enough for the bank.

'Contract' (10-page-thick, signed, sealed and delivered) and 'PO' are just naming conventions, they're both contracts. Some people just have this mental framework in which there are contracts and orders under contracts, but in technical reality that's more like large framework contracts (which are actually master contracts, i.e. templates, specimens, if you delve into it) and small specific contracts. The invoice means that it has been accepted, and executed.
